Faced with a fixed income while educational costs continue to rise, school districts have been forced to reduce costs through such measures as cutting or eliminating programs, delaying or foregoing the purchase of technology equipment, textbooks, supplies, school maintenance, construction projects, and staff training. Research by the Wisconsin Association of School District Administrators and the Wisconsin Education Association Council consistently show that there are no significant differences among rural/small town, suburban, and urban school districts as to the number of cost-cutting actions taken.
